The Pannónia Scholarship Programme provides a wide range of international mobility opportunities for students and staff in Hungarian higher education. Participants can engage in study, research, teaching, or traineeships abroad—either short-term or long-term—in virtually any country worldwide.

The programme plays a key role in advancing the internationalisation of Hungarian universities by supporting high-quality mobility experiences. It enables students and staff to gain global exposure while enhancing the international competitiveness of Hungarian institutions.

Funded by the Hungarian government, the programme allows higher education institutions in Hungary to build strong international partnerships through bilateral agreements with foreign universities and related organisations, including research centres and both public and private institutions. Students and staff apply for mobility opportunities through their home institutions. The programme is managed by the Tempus Public Foundation.

Launched in 2024, the first phase of the programme operates with a budget of HUF 10 billion and is expected to support around 8,000 participants. Of these, approximately 200 outstanding students will have the chance to study at leading global universities through the Excellence Programme.

Student Mobility

• Long-term mobility: Study programmes or traineeships lasting 2–12 months, and research stays of 2–3 months MORE INFO HERE

• Support for Compulsory Traineeship Abroad MORE INFO HERE
• Excellence Programme: High-performing students in selected fields can study at one of the world’s top 250 universities for 1–6 months. In addition to a monthly stipend, participants receive support for accommodation, travel, and tuition fees

Staff Mobility

• Opportunities include teaching, training, or research stays lasting 2–60 days
• Institutions may also host incoming international staff for short-term teaching, training, or research activities 

Scholarship amounts vary depending on the type and destination of the mobility and may include additional allowances:

• Long-term student mobility: HUF 350,000–400,000 per month
• Short-term student mobility: HUF 5,000–35,000 per day, depending on study level, destination, and duration
• Excellence Programme: HUF 450,000–500,000 per month, with additional support available for tuition, travel, and accommodation
• Staff mobility: HUF 16,500–70,000 per day, depending on destination and duration

Credit Recognition
One of the programme’s standout features is the full recognition of credits earned abroad. All courses completed during a student’s mobility period are aligned with their home curriculum and are fully accepted by the sending institution, ensuring that participants can progress in their studies without delays.

Flexible and Diverse Mobility Options
The programme offers a wide variety of mobility formats, allowing participants to choose opportunities that best match their academic and professional goals. In addition to long-term study and research stays, it also supports shorter experiences such as conference participation and summer schools, making international exposure more accessible and adaptable.

Access to World-Class Universities
Through the Excellence Programme, top-performing students have the opportunity to study at one of the world’s top 250 universities, as ranked by leading global rankings such as Times Higher Education and QS. This opportunity is available to master’s, doctoral, and integrated one-tier master’s students, providing them with valuable experience at prestigious institutions.
